He was horn January 25, 1927, in Cleveland, Ohio. He received a Ph. B. in 1948 from the University of Chicago and an M.P.A. in 1953 from Maxwell Graduate School, Syracuse University. He served in the U.S. Army in 1945 and 1946. From 1954 to 1956, Weissman was public administration adviser for the International Cooperation Administration in Santiago. From 1955 to 1958, he was a professor of public administration at Catholic University of Chile, and an economic and financial consultant in Chile and Venezuela. He was director of the International Cooperation Administration's First Latin American Regional Conference on Administrative Management in 1958. Weissman was chief of the Public Administration Division of the International Cooperation Administration in Quito from 1958 to 1961. In 1959 he was also a consultant on budgetary administration to the Peruvian Finance Ministry. In 1961 and 1962, Weissman was a public administration adviser in Lima. In 1962 and 1963, he was Director of the Office for Institutional Development of the Alliance for Progress.
